Fly Mill by Anu Laura Tuttelberg
The main character is a miller, dwelling in a watermill. He bakes daily bread and raises ducklings that he wishes to set them free one day. But on the neighboring field, hunters go to shoot birds.
The film cleverly proceeds from the fly affair (which would suggest a darker story) to the main purpose of feeding the insect-hungry birds. Suspense is built up to the very end of the film.
