Fund Description:

The Centre-Val de Loire Region and the French government entrusted Ciclic (the Agence Régionale du Centre pour le livre, l'image et la culture numérique) with the implementation of a dynamic program designed to support films and audiovisual media in order to encourage their diversity and emergence. This program is implemented from the creation and filmmaking to the distribution to all publics, as close as possible to the territories. Along with the opening of Ciclic Animation (new facilities for animation residencies supported by the Centre-Val de Loire Region), Ciclic decided to strengthen its action to encourage the production of animated films.

Call for 2019 entries:

Production support concerns animated short films, regardless of the director's nationality. Animation techniques can be: puppets, objects, pixilation, play-dough, papers, cut-outs, low-relief, paint or sand on glass, drawing on paper or celluloid. Traditional “handmade” animation on graphic tablet can be considered (TV Paint, Toon Boom Harmony). 2D/3D computer animation is excluded.

The project can be submitted directly by the director, by a short film production company, acting as an executive or co-executive producer (upon presentation of a contract). Production companies applying for support must have their registered offices in France or in a Member State of the European Union. In the latter case, they must have a permanent establishment in France.

The inscription of the project can be done directly by the director. It may also be performed by a short film production company acting as a delegated producer. In the case of foreign films, the French executive producer may submit an application (upon presentation of the co-production contract). The producer will have to assume the financial, technical and artistic responsibility of the project and present a contract of assignment of rights signed with the author (s) / director (s) of the project

The project can be submitted directly by the director or by a short film production company, acting as an executive producer. The producer will have to take on the artistic, technical and financial responsibility of the project and be able to provide a signed contract for transfer of copyright with the project's author(s)/director(s).

The animation must not have started before the meeting date of the professional committee in charge of assessing the project.

The funding amount will not exceed €50,000 per project. The producer undertakes to make the short film within two years after the agreement has been signed. The total amount of public aids cannot exceed 80% of the short film final cost.

The commission (meeting between the project leaders and the members of the jury) will take place on April 23, 2019. The pre-selections will be announced at the beginning of April 2019.
